When did the Obama administration stop listening? And I don't mean fund raising events, or Rose Garden or other photo-ops, I mean really listening. To the people.

Why did Snowden do what he did? The NSA and the government, as a whole, stopped listening, and even prosecuted whistleblowers. 

Dysfunctional organizations, led by inepts and incompetents, wake up and wonder what happened and why.
