David Miranda was carrying password for secret files?

David Miranda was carrying password for secret files on piece of paper - Telegraph: "“Much of the material is encrypted. However, among the unencrypted documents ... was a piece of paper that included the password for decrypting one of the encypted files on the external hard drive recovered from the claimant."

What were they (Greenwald et al) thinking? This sounds like some of security practices of the National Stupid Agency (NSA) f/k/a National Security Agency. But, wait -- maybe the Telegraph is fibbing --
